Abstract
The relationship between Eastern markets and Polish industrial development in the nineteenth century has been interpreted through the lens of Rosa Luxemburg's theory, attributing Polish industrialization primarily to export opportunities in Russia. This thesis has not been systematically tested against comprehensive balance of trade estimates covering the full period from the early nineteenth century to the interwar years.
This article analyzes the role of Eastern markets in Polish industrial development through a quantitative estimate of the balance of trade of the Kingdom of Poland, examining trade turnovers per capita, the geographic structure of trade, and the commodity structure of Polish-Russian and Polish-Soviet trade across five industrial periods from 1815 to 1965.
The study draws on the author's own balance of trade estimates, first presented in The Foreign Trade of the Kingdom of Poland 1815-1914 (Warsaw 1967), supplemented by the Mały Rocznik Statystyczny 1939, Soviet foreign trade statistics (Vneshnaya Torgovla SSSR za 1918-1940), and Khromov on Russian economic development.
The analysis shows that the share of trade with Russia in overall Polish trade turnovers ranged from 30-35% during the industrial revolution (1850-1880) to 70% in the period of further factory development (1880-1913), falling to barely 1% in the interwar years. The data refute the view that Eastern markets were the exclusive driver of Polish industrialization: the period of fastest industrial growth (1850-1880) occurred when Russia absorbed only 30-35% of Polish trade, while development of the home market proved equally decisive. The optimal relationship was one of mutual complementarity when both economies were at a similar development stage. The collapse of trade between the wars resulted not from political independence alone but from structural incompatibility - both economies had converged in their export and import structures rather than complementing each other.
