Abstract
This article examines the modernization of Irish peasant agriculture between 1850 and 1915 under the impact of successive land reform legislation, analysing the interaction between changes in land tenure and shifts in agricultural production patterns.
The study draws on British parliamentary papers, statistical surveys of Irish agriculture, records of the Irish Land Commission, annual returns from the Congested Districts Board, and a quantitative analysis of agricultural output data developed in the author's doctoral research at the London School of Economics.
The article traces the evolution of Irish land reform from the Incumbered Estates Acts of 1848-1849 through the landmark Land Acts of 1870 and 1881 to the Wyndham Land Purchase Act of 1903, which converted the majority of Irish tenants into owner-occupiers. Each successive piece of legislation progressively strengthened tenant security of tenure and ultimately facilitated the transfer of land ownership from landlords to occupying farmers. In parallel, Irish agriculture underwent a structural shift from tillage crop production to livestock production, driven by the competitive advantage of proximity to the British meat market and falling grain prices from overseas competition.
The article argues that land reform and the shift to livestock production were interconnected: while security of tenure encouraged capital investment in livestock, the perpetuation of small holdings through owner-occupancy legislation obstructed the consolidation required for economically efficient large-scale husbandry. The former tenantry, transformed into a rural petite bourgeoisie, proved resistant to social change and technological innovation. The article concludes that Irish agricultural modernization under land reform, while not optimal, performed comparably to the realistic alternative of unrestricted landlord consolidation, which would have resulted in mass rural depopulation.
