Abstract

This article examines the economic position of the peasant household in Estonia on the eve of industrialization, focusing on the first three decades of the nineteenth century. The central aim is to determine, through hypothetical calculation and the analysis of newly discovered archival sources, whether and to what extent the Estonian peasant household economy was capable of generating a surplus for the market and releasing labour for industry, thereby contributing to the preconditions of capitalist industrialization.
The study draws on Wackenbücher (corvée registers) compiled under the Livonian Peasant Law of 1804, a questionnaire on peasant consumption launched in North Estonia in 1810, estate records from Livonian manors of 1828-1829 and 1832-1853, and comparative data on grain consumption norms from Russia, Poland, Sweden, France, and Prussia. The authors construct calculations of grain production, consumption, seed requirements, and labour balances for peasant farms of different size categories differentiated by corvée obligations.
The results show that the Estonian peasant household was essentially a subsistence economy: only 1-12 per cent of grain production left the farm, and at most 4 per cent underwent monetized exchange. The internal market for industrial goods was therefore extremely restricted. A peculiar contradiction is identified: smaller farms suffered from a bread deficit while retaining a surplus of labour, whereas larger farms had a grain surplus but a labour deficit, which caused labour to circulate within the village rather than flow to industry. The baronial estates marketed a larger share of their grain, but actual amounts sold were significantly below hypothetical surpluses.
The authors conclude that Baltic serfdom and the subordination of peasant farms to baronial economy were the primary structural causes of the retardation of the industrial revolution in the Baltic region.
