The Role and Importance of Government-Organized Non-Governmental Organisations (GONGOs) in Building a Controlled Third Sector in the Republic of Uzbekistan

Abstract

The object of research of the following article is the functioning of the so-called third sector in the Republic of Uzbekistan. Due to the fact that government-organized non-governmental organisations (GONGO) dominate over other forms of organisations, they became the main subject of the research work. This article aims to answer the following research question: What role do GONGOs play in Uzbek domestic and foreign policy? Changing external and internal conditions have contributed to an increased interest in participation on the part of the public, which makes it difficult to maintain control over the third sector, hence the second research question: What measures are being taken by those in power to maintain the dominance of GONGOs over other forms of association? The research was based on the collected research material - literature on the subject, government communiqués and press releases. These were analysed for actions that fit into the research questions posed. They were then collected and presented in the article below. The paper uses: the observational method, document research, and elements of the monographic method by focusing mainly on one form of third sector organisation, using the following tools: synthesis, analogy and deduction. The guiding conclusion is that maintaining the dominance of GONGOs over other forms of association is a key element in the sustainability of the mechanism of state control over citizens.
