The New Institutional Architecture of the European Union from the Perspective of the European Parliament’s Proposals for Amending the Founding Treaties

Abstract

This article aims to analyse the EP’s proposals for institutional reforms affecting the balance of power between EU political institutions, and to determine the extent to which the proposed changes would lead to the EU becoming more federalised.
The analysis will address the following research questions: How would the interinstitutional balance in the EU change if the EP’s reforms were implemented? And would the reforms strengthen federal solutions within the EU?
The study employs an institutional and legal approach to analyse the proposed legal solutions and their potential impact on the functioning of the institutional system. Additionally, a comparative method was employed to evaluate the potential consequences of the proposed changes for the EU’s political and institutional systems, in relation to the current interinstitutional arrangements.
This article verifies the research hypothesis that the European Parliament’s proposed reforms to the founding treaties in the area of interinstitutional balance aim solely to strengthen the powers of the European Parliament without having any real impact on increasing the efficiency of the institutional system.
