Focus and Scope

„Public Philosophy and Democratic Education” is a semi-annual peer-review (double-blind review) reviewed scientific journal, which constitutes a transdisciplinary platform not only for scientific reflection and analysis pf social, political and cultural phenomena considered from the perspective of public philosophy, political philosophy and philosophy of law but also for development of new methods of democratic, philosophical and legal education. In the eyes of editors the journal is intended to be a meeting place for two rarely cooperating research communities: political philosophers and philosophers of law affiliated with philosophy institutes, and theorists and philosophers of law affiliated with law faculties. We believe that political philosophy forms an essential and enriching element of considerations within the scope of philosophy of law, which in turn constitutes an inseparable part of reflection in the field of political philosophy, especially in analysis of contemporary theories of democracy. The most interesting place for both of them to meet is public philosophy.

Peer Review Process

Articles submitted to the editorial office are first evaluated by the Editor-in-Chief and the Thematic Editor, or by the Thematic Editor together with a Guest Editor (in the case of a thematic issue), for their initial assessment with regard to the following:

1) compliance of the subject matter of the article with the profile of the journal, the subject matter of the issue and the research perspective adopted therein;

2) whether the submission meets the editorial guidelines, and whether the required documentation is complete;

3) compliance with the ethical and scientific standards of the journal;

4) reports from the Open Anti-Plagiarism System (OSA –Otwarty System Antyplagiatowy, which can be accessed here: https://osa.amu.edu.pl/ ).

The report from the antiplagiarism test are analyzed, interpreted and evaluated by the relevant editor.

If the text meets the above requirements, it is handed over to two independent reviewers who are not affiliated with the author’s institution (double-blind peer review).

Articles sent to the "Kronika (Chronicle)" section are only subject to review within the editorial office – they do not qualify as articles of an academic nature.

Unfair Ethical Practices And Standards

The Editorial Office has adopted and applies the rules of publication ethics as specified in the guidelines of the Committee on Publication Ethics (COPE).

The editorial staff considers ghostwriting (failure to disclose the significant participation of a person in the creation of a publication), guest authorship (adding a person who made a negligible contribution as a co-author), and all forms of plagiarism (using research results without referring to the source and claiming authorship), to be unethical practices.

In order to eliminate the above, the editorial office adopts the following practices:

1) Authors are obliged to disclose all co-authors and specify the scope of their contributions (by completing a declaration of authorship [link]).

2) All submitted texts are checked with the University’s anti-plagiarism system OSA (Otwarty System Antyplagiatowy) (https://osa.amu.edu.pl/).

3) All the detected cases of academic misconduct will be documented and disclosed to the author’s employer and place of employment.

The editorial team uses the decision-making flowcharts and suggestions of COPE as guidelines for action in individual cases.

Information On Cooperation

Authors sending articles for publication are obliged to read and accept the GDPR clause [link]. A scan of the signed clause should be sent together with the text.

Authors whose texts have been accepted for publication are obliged to sign the CC BY-NC-ND 4.0  license agreement, as in the model [link].

Authors who use the works of other authors in their entirety (e.g. poems, frescos, images, etc.) are obliged to provide the editorial office with the written consent of the relevant author for the whole work to be used in the publication.

Data relating to authorship

If the submitted text has more than one author, the person submitting the text for publication is obliged to send data concerning the scope of the contributions of individual authors.

Financing Data

Authors are obliged to disclose all the sources of financing for the work on the submitted text and the research project within which the text was created, if applicable.

Authors are obliged to disclose all potential conflicts of interest.

The editorial team has adopted the following definition of conflict of interest, based on the guidelines of Elsevier and COPE’s resources:

"Conflict of interest exists when an author (or the author’s institution), reviewer, or editor has financial or personal obligations that inappropriately influence the independence or honesty of his/her actions. Obligations that inappropriately influence the independence or integrity of actions shall also include competing interests, academic competition, competing loyalties, and mutually exclusive obligations towards persons or institutions.”

Roles In The Journal

Editor-in-Chief – coordinates all editorial work, is the main decision-maker in the event of disputes, and makes decisions in accordance with the journal’s ethical standards on to how to proceed in cases that fall outside the adopted procedures.

The Editor-in-Chief is responsible for:

• the entirety of the editorial work and ensuring that tasks are performed on time;
• the initial evaluation of texts not submitted to a specific thematic section or thematic issue;
• assigning reviewers to those texts.

The Editor-in-Chief takes the final decision on the publication of articles in the event of dispute between the Guest Editor and the Thematic Editor when working on thematic issues.

Deputy Editor-in-Chief – performs work delegated by the Editor-in-Chief in accordance with the adopted procedures and in the spirit of the adopted standards. The scope of responsibility of the deputy Editor-in-Chief corresponds to the scope of his/her activities.

Scientific Secretary - performs tasks delegated by the Editor-in-Chief which concern the management of the journal (supervising correspondence with authors, the scientific council, editors and other co-workers). The Scientific Secretary is responsible for the content and entirety of the correspondence he/she conducts.

The Guest Editor – is responsible, together with the Thematic Editor, for particular thematic issues.

The Guest Editor can reject a submission without sending it for review (if the submission does not meet the criteria used for the initial evaluation of texts). The Guest Editor is responsible for:

• coordinating the editorial work on thematic issues (together with the Thematic Editor);
• ensuring the coordinated tasks are performed in a timely manner;
• the initial evaluation of texts submitted for publication in thematic issues (together with the Thematic Editor).

The Guest and Thematic Editors are also responsible for suggesting reviewers that the Editor-in-Chief can assign for the evaluation of articles submitted to thematic issues.

Thematic Editors – perform the tasks assigned by the Editor-in-Chief in relation to particular thematic sections of the journal and are responsible for work on particular thematic issues (together with the Guest Editor). Thematic Editors are responsible for:

• coordinating the editorial work of a thematic section or thematic issue;
• the timely execution of coordinated tasks;
• the initial evaluation of articles submitted for publication in thematic issues and individual thematic sections.

They have the authority to reject a submission without sending it for review (if the submission does not meet the initial evaluation criteria). Together with Guest Editors, Thematic Editors are also responsible for suggesting reviewers that the Editor-in-Chief can assign for the evaluation of texts sent to thematic issues.

Language Editor – corrects the language of all the texts published in the journal. The Language Editor is responsible for the proofreading and copy-editing of texts.

Cover Designer – is responsible for all the elements of the cover design and its appearance.

Technical Editor – organizes the layout of the text in the journal. The Technical Editor is responsible for the correct layout of all the texts and the journal as a whole, and is responsible for all technical questions relating to the layout and formatting of the text.

Editor of the Website and Web Resources – manages the accessibility of texts on websites. The Website Editor is responsible for:

Scientific Council – ensures that the journal complies with ethical and scientific standards. The Scientific Council actively advises on the direction and strategy of the journal’s development and is responsible for the future of the journal in this respect.

Editorial Policy

APPEALS AGAINST DECISIONS

Appeals against decisions taken in the editorial process should be sent to filpub@amu.edu.pl  with a completed appeal form [link].

Appeals are considered by the Editor-in-Chief or the editorial board. The person whose work is the subject of the complaint is excluded from the proceedings.

The decisions of the executive Editor-in-Chief shall be final and are not subject to appeal.

REPORTS OF ACADEMIC MISCONDUCT

Any reports of academic misconduct or suspected fraudulent practices (ghostwriting, guest authorship, plagiarism, etc.) should be directed to filpub@amu.edu.pl.  All reports are taken seriously and will be investigated by the editorial team.

The editorial office follows the COPE guidelines on practice [https://publicationethics.org/core-practices].

Verified cases of fraudulent practice will be made public and reported to the institutions with which the author is affiliated.

Open Access Policy

This is an Open Access journal. Users have the right to read, download, copy, distribute, print, search, or link to the full texts of articles in this journal, and to use them for any other lawful purpose under the terms of the CC BY-NC-ND 4.0 license. Authors retain copyright and publishing rights to their articles, granting the journal the right to distribute them under the terms of the CC BY-NC-ND 4.0 license.

Journal History

The first edition of the journal appeared in 2012. In the first year, the journal dealt with issues concerning democratic, ethical and philosophical education. In its second year (No. 2/2013) the journal began to focus on creating a transdisciplinary platform for the exchange of ideas between philosophers and lawyers with interests in public philosophy and the philosophy of law. In 2014 the journal opened its pages to original articles in English and since then the circle of authors has expanded to include researchers from Germany, China, Latvia, Austria, the United States and India. Currently, original articles are published in both Polish and English.
