Abstrakt

Karta Narodów Zjednoczonych jest najważniejszym paktem pokoju w historii świata,
wskazującym podstawowe zasady utrzymania pokoju. W ostatnich latach widoczne jest dążenie społeczności międzynarodowej, podkreślające znaczenie tolerancji, dialogu, współpracy i solidarności między jednostkami, ludami i narodami. Dążenie to przejawia się między innymi w działaniach Zgromadzenia Ogólnego ONZ, które potępia wojnę i opowiada się za uznaniem prawa do pokoju jako prawa człowieka i zabiega o jego promowanie, ochronę i rozwój. Celem artykułu jest ukazanie działań Zgromadzenia Ogólnego, skierowanych na przyjęcie Deklaracji w sprawie prawa do pokoju.

Christian Guillermet-Fernandez, Chairperson-Rapporteur of the Intergovernmental Open Ended-Working Group on the Right to Peace (2013-15), Geneva

a diplomat of the costarican foreign service with a broad experience in multilateral affairs. As Chairperson-Rapporteur of the UN Open Ended Working Group on the right to peace (2013–15), he guided the governmental negotiations of the Declaration on the Right to Peace, which was adopted on 19 December 2016 by the UN General Assembly. At present he is the Director General for Foreign Policy at the Ministry of Foreign Affairs of Costa Rica. Until recently, he was the Deputy Permanent Representative of Costa Rica to the United Nations in Geneva. During his diplomatic career, he also served as Deputy Permanent Representative of Costa Rica to the United Nations in New York and as the political coordinator to the UN Security Council during the last membership of Costa Rica to this important body of the UN. He was the regional representative of the Office of the High Commissioner for Human Rights for Latin America, Director General for Foreign Policy at the Ministry of Foreign Affairs of Costa Rica and he served at the Office of Ombudsperson of Costa Rica. He has studies in law and international relations. Additionally, he extensively collaborates with different universities and think-tanks and writes for prestigious peer journals worldwide. He is a highly reputed specialist on human rights, peace and security and United Nations.

David Fernandez Puyana, Legal assistant of the Chairperson-Rapporteur (2013-15), Geneva

Doctor of Law (University of Pompeu Fabra, Spain), also holds a LLM on Human Rights Law by the University of Essex (UK), an MA on Human Rights Protection by the University of Alcala de Henares (Spain) and MA on International Relations by the University of Pompeu Fabra. He graduated in Law, Philosophy and Education Science by the University of Barcelona and Pompeu Fabra. He obtained a human rights award by the School of Law of the American University in Washington DC. Served as legal adviser at the Permanent Mission of Costa Rica to the UN in Geneva and assisted the Chairperson-Rapporteur of the UN Open Ended Working Group on the right to peace (2013–15) and the OHCHR on the right to peace matters in its 30º Human Rights Council session (Sept.–Oct. 2015). As representative of UNESCO Etxea, the Spanish Society for International Human Rights Law, Institute for Planetary Synthesis and the International Association of Peace Messenger Cities, he was the Director of the NGO Campaign on the Human Right to Peace (2008–2013), in which he organised more than 100 expert meetings and mobilized large groups of NGO and cities worldwide. He has also served as legal assistant to the International Council on Human Rights Policy, the Spanish Red Cross, the Human Rights Office of the Ministry for Foreign Affairs of Spain and he also worked with the Finn Church Aid on peace issues. Nowadays, he is consultant at the UNESCO Liaison Office in Geneva and member of the Chair on Solidarity Economy of the University Abat Oliba in Barcelona. He also collaborates with Religions for Peace and Peace without Borders.
