Abstract

After the adoption of its first constitution in 1996, Ukraine received one of the most democratic constitutions in Europe. For these democratic principles to be implemented, however, other legal acts were necessary to ensure that the constitutional provisions were exercised. The constitutional changes in 2004 were to repair this situation. As it turned out, a hasty and ill-considered reform has brought more harm than good. After the 2010 election, the President of Ukraine Viktor Yanukovych canceled the 2004 constitutional reform and Ukraine returned to the presidential model of government. The paper is an attempt to describe the problems of public administration reform and analyze the positive and negative consequences of constitutional reforms in modern Ukraine.
