Abstract
The paper presents a general analysis of the political views of the German school of R. Gneist and a detailed analysis of his concept of local government. The author examines R. Gneist’s ideas of the role and function of local government in the system of state administration. The paper also addresses the issue of honorary officials holding posts.License
