Is Economic Self-Government Needed in Poland? Reflections on the System for Representing the Interests of the Entrepreneurial Community

Abstract

In studies of decentralization processes little is spoken of economic self-government, whose role is to advocate the interests of the social environment of entrepreneurs. In Poland since the beginning of political transformation fruitless discussion has been taking place on the place of economic self-government in the system of local government. The current regulations do not ensure chambers of commerce the position of public law unions. They are based on the optional nature of ties between entrepreneurs, which is the main cause of the weakness of local self-government, or rather quasi-self-government. The lack of such structures in the sphere of public institutions is the main reason for marginalizing them by the government and local authorites, which do not see the need to make any concessions for the sake of decentralized economic enviornment. In this context, the most reasonable solution seems to be the creation of common economic self-government, which will be included in the system of public institutions.
