Abstrakt
Zasięg współczesnych poszukiwań optymalnych sposobów programowania i realizacji polityki regionalnej oraz kształtowania w ramach jej interwencji czynników rozwoju wyznaczają dwie skrajne co do założeń koncepcje: place-neutral approach oraz place-based approach. Celem niniejszego artykułu jest przybliżenie podstaw teoretycznych oraz wykorzystania praktycznego drugiej ze wskazanych koncepcji określanej w polskiej literaturze przedmiotu najczęściej mianem polityki rozwoju zorientowanej terytorialnie, która w ostatnim okresie została upowszechniona i zyskała na znaczeniu w praktyce europejskiej polityki spójności. Postępowanie badawcze składa się z dwóch zasadniczych etapów. W pierwszym kroku dokonano systematyzacji podstaw teoretycznych koncepcji polityki regionalnej zorientowanej terytorialnie. W drugim kroku przedstawiono dotychczasowe doświadczenia w zakresie wykorzystania tego podejścia w praktyce europejskiej polityki spójności, zwracając szczególną uwagę na występujące ograniczenia i przeszkody. Podsumowując przeprowadzoną analizę, sformułowano wnioski i rekomendacje wskazujące na działania mogące zapewnić zwiększenie skuteczności implementacji podejścia zorientowanego terytorialnie w praktyce działań polityki regionalnej. Artykuł został przygotowany w ramach projektu badawczego Narodowego Centrum Nauki – OPUS 10 – 2015/19/B/HS5/00012: „Nowe wyzwania polityki regionalnej w kształtowaniu czynników rozwoju społeczno-ekonomicznego regionów mniej rozwiniętych”. Jego ustalenia znajdują zastosowanie w opracowaniu modelu ex-ante czynników rozwoju regionalnego stanowiącego podstawę do ich operacyjnego wskaźnikowania oraz weryfikacji empirycznej przyjętych założeń w badaniach zróżnicowań rozwojowych na różnych poziomach przestrzennych w Unii Europejskiej (UE) i w Polsce (Churski i in. 2017a, b).Bibliografia
