Abstract
The aim of this paper is to identify and assess the role of consultants in regeneration programming in Poland. In pursuing this objective an attempt is made to answer the questions: (1) What is the scope for local authorities to prepare regeneration programmes themselves? and (2) What is the actual position of consultants in the decision making process of municipal regeneration policy? The results of the research carried out in the Wielkopolskie voivodship indicate the widespread use of consultants in regeneration programming, which is facilitated by the organisational structures of offices where there are no units dealing exclusively with regeneration. However, the use of consultants is mainly determined by: 1) Outside view and neutrality of consultants, 2) Experience and wide expertise of consultants, 3) Shortage of staff in offices. 4) Avoidance of responsibility by officials. As a result, based on the information collected, it can be concluded that consultants are the real decision-makers in the field of regeneration in municipalities. It is their advice that is crucial to the selection of regeneration areas, the types of regeneration projects and the way in which the whole regeneration process is managed. Key decisions are therefore made on the basis of their knowledge and experience.
