Abstrakt

W artykule zaprezentowano koncepcję przedsiębiorstw państwowych opartych na wiedzy (knowledge-based state-owned enterprises, KBSOEs) jako instrumentów realizacji polityki ukierunkowanej na misje (mission-oriented policy) na poziomie regionalnym. KBSOEs to hybrydowe podmioty łączące cechy przedsiębiorstw państwowych (SOEs) oraz organizacji opartych na wiedzy (KBOs), których głównym zasobem strategicznym jest wiedza wykorzystywana do rozwiązywania złożonych wyzwań rozwojowych w regionach. Przedstawiono ramy koncepcyjne KBSOEs, przeanalizowano ich potencjalne funkcje w regionalnych systemach innowacji, zestawiono z innymi podmiotami tych systemów oraz przeprowadzono analizę SWOT. Zaproponowano także wielowymiarowy plan badawczy wyznaczający kierunki dalszego rozwoju koncepcji w wymiarze teoretycznym, empirycznym i operacyjnym.
