Abstract

The experience of many cities confirms that reversing the spiral of collapse and transforming it into a spiral of development (regenerativeness) will not be possible using traditional financial and planning instruments. All actions to create regenerative capacities are embedded in a broad institutional and cultural context (conditions). In this article, we focus on culture as a phenomenon that conditions and influences the regenerative processes of cities and as the “subject” of the long-term impact of public policies on creating lasting cultural conditions for the regenerative metabolism of cities. The cultural conditions of a regenerative city refer to the identification and then shaping of the values of a regenerative society. Moreover, the public authorities play a significant role in creating cultural conditions for a regenerative city. Through actions stimulating cultural development, society’s values are shaped, which constitute the basis for a change of thinking towards regenerativeness. The success of the new regenerative economy, therefore, depends on building a new paradigm of the culture of the regenerative economy, but above all, on building lasting social foundations of the culture of a regenerative city. The article aims to systematize concepts, indicate key challenges of regenerativeness, and also determine the impact of culture on regenerative development by indicating actions that build the regenerativeness of cities.
