Abstract

The article discusses the position taken in the nineties towards higher education by influential institutions - UNESCO and the World Bank. This position was expressed in two widely disseminated publications of these organisations dealing with the policy for the development of the higher education sector, especially in the developing and post-communist countries. Both reports contain a diagnosis of the present situation of education and outline the prospects for its further development; the differences concern the approach to the problems and the accents both in respect to the dimensions and reasons for the crisis in education (being the starting point of the diagnosis in both reports) and in respect to the directions and strategy of the recommended changes.
