Abstract

The development of scientific personnel depends on the fulfilment of five conditions: 1) “ scientific truth” such as "a line of thinking that is problem-oriented”, meaning, taking up cognitive activities of the scientific type according to a model whose components are "alternative thinking", "polyphony", competition among "scientific research programs", the role of "research-theoretician”, and the respect and improvement of "problem situations”; 2) training people for the scientific professions in small scientific work groups (university- type seminars, research teams) that are parts of circles of scientific competence and define themselves by choosing a “ scientific research program" as well as comprise a network of people with the same cognitive interests; 3) access for the elite of these circles of scientific competence to a large number of candidates for the scientific professions - this would allow for selective recruitment based on an evaluation of skills and knowledge; 4) dividing theory and problem into disciplines and sub-disciplines as well as the understanding that in a research institution the employees are conduct their research and not behave as a candidate for a bureaucratic post; 5) carving academic education out of “the Sciences” so that creativity and the role of encouraging creativity are connected in and can develop in the conditions needed.
