Abstract
The efficiency and actions of a knowledge-based economy are dependent upon the policy that governs the creation and circulation of knowledge. This, in turn, depends to a certain extent on debates and public opinion. This article considers the connections between debates and public opinion on the one hand, and the formulation of policy on the other hand. The article asserts that the continuing firmly-rooted ideas about science in which primary research is valued more highly than applied research, the self-determination and independence of the institutions and people who create science is glorified, and the development of science is accorded a clearly positive nature, does not suit the needs of a knowledge-based society.
