Abstract
The expansion of higher education in OECD countries and beyond is both essential and desirable. However, it is a costly endeavour, faced with competitive imperatives in the struggle for budget outlays. Hence, the finances of higher education are an issue of weight which has not yet been recognised in all countries, and a highly sensitive political matter. The author puts forth key conclusions for higher education based on economic theory and presents them against conclusions which stem from the experience of individual countries. On this background, he evaluates the reforms announced in the United Kingdom in 2004. In conclusion, the author summarises what remains to be done in this field.
