Abstrakt
W niniejszym artykule zanalizowano zagadnienie reprezentacji UE w G-8 i rolę jaką odgrywa w tym kontekście Komisja Europejska. Zostały w nim postawione dwie hipotezy. Pierwsza z nich stanowi, że zarówno UE, formalnie traktowana w G-8 jak państwo, jak również Komisja - wyemancypowany, ponadnarodowy agent państw członkowskich, to samodzielni i do pewnego stopnia równorzędni pod względem politycznym i prawnym uczestnicy G-8. Zgodnie z drugą z hipotez G-8, ze względu na samodzielną rolę pełnioną przez Komisję, de facto stanowi G-8,5, a opcjonalnie, w niedalekiej przyszłości, wraz z podziałem ról między Komisję a przewodniczącego Rady Europejskiej - może zostać uznana za G-9. Zwiększona penetracja G 8 przez Komisję i Radę Europejską w dalszej perspektywie może nie tylko peryferyzować państwo sprawujące prezydencję rotacyjną w Radzie, ale także niepotrzebnie wzmacniać i tak już silną europejską reprezentację w grupie ośmiu. W perspektywie kilku lat proces ten może doprowadzić do podważenia misji G-8 lub, w najlepszym wypadku, do sprowadzenia tego forum do roli „COREPER-u G-20”, swego rodzaju ciała pomocniczego, w którym rozpatruje się mało istotne kwestie, nie budzące sprzeciwu ze strony państw BRICS i pozostałych nie zachodnich członków G-20. Rozważania na temat reprezentacji UE w G-8 i wzrostu znaczenia Komisji zostaną przeprowadzone przy zastosowaniu teorii pryncypał-agent i teorii delegacji. Wskazany zostanie także post-lizboński porządek reprezentacji, w którym Komisja dotychczas nie zagrożona w G-8 przez prezydencję, zyskuje nowego rywala w postaci Rady Europejskiej.
