Abstract
The article discusses the current issues associated with the development and role of multimodal passenger transport, which is an ecological alternative to individual transport. The basic premise for undertaking the research was the important role of public transport due to the current problem of the climate crisis, the need to reduce CO2 emissions, and the activities of the European Union supporting its development. The aim of the research conducted by the authors was to identify difficulties related to the application of branch regulations on passenger rights in multimodal passenger transport. The authors analysed the rights of passengers, which in the current legal status are contained in separate regulations for each mode of transport while paying attention to the practical problem of the need to unify these rights when using several modes of transport during one trip. The current legal status causes difficulties in identifying and implementing individual passenger rights and is a significant obstacle to the development of multimodal passenger transport. The research method used is the dogmatic and legal method. The authors review non-normative acts issued by authorities and institutions, reports, and relevant scholarly literature. The article evaluates the regulatory models presented by the European Commission and presents possible solutions to increase the protection of passenger rights in this type of transport. Attention was also drawn to the difficulties associated with the application of the currently applicable branch regulations on passenger rights in multimodal passenger transport. In the summary, proposals for de lege ferenda in the form of a new regulation on passenger rights in multimodal transport are presented. The need for change resonates in the context of the growing environmental awareness of passengers seeking alternatives to individual transport in the form of safe travel by public transport and in light of attempts being made by the carriers themselves to introduce such solutions under internal regulations.
