Abstract
This paper attempts to answer the following questions: (1) What are the functions of foresight in government policy? (2) What can be done to improve the effectiveness of foresight in Poland as a tool for S&T and innovation policy? In the first section of the paper the author defines foresight as ‘a policy and governance instrument aimed to identify and assess future needs, opportunities and threats connected with social and economic development, and to prepare appropriate anticipatory measures’ and discusses the characteristics and types of foresight. In the second section the author answers the question on how national foresight is applied around the words as a science policy tool, a S&T and innovation policy tool. He identifies three platforms where foresight can create policy inputs: input to politics, input to policy, and input to policy implementation. In conclusion the author proposes improvements to foresight as a science policy tool, a S&T and innovation policy tool.
