Abstract

The Dutch disease may be suffered by any economy that has to cope with a dramatic increase in foreign currency inflow. However, it may particularly happen to countries that are rich in raw materials. The article is an attempt to offer possible ways of tackling this phenomenon, using a properly constructed fund to which revenues from the sale of raw materials would be transferred. Such a fund should be categorised as a sovereign wealth fund (SWF).

The article presents problems that arise from the Dutch disease as well as selected possibilities of economic policy response followed by a comparison of the structure and functions of two types of SWF: combined stabilisation/savings and development.
