Abstract
The article presents statistical data on the functioning of the system of free legal aid and civic advice from its establishment in 2016 until 2023. It also analyses data on the amount of legal and civic advice provided in individual administrative districts (powiats) in 2022 and their correlations with selected macroeconomic factors characterising these units. The aim of the analysis is to describe the size of the provision of free legal aid and civic advice and to identify the factors influencing the amount of advice given in each powiat. In the article, univariate, bivariate, and multivariate analyses were conducted, including correlation and linear regression analyses. The dependent variables were the absolute and relative (per 1,000 inhabitants) numbers of advice in each powiat (a total of 380 in total in Poland). In turn, the independent variables were the macro-social characteristics of the individual powiats grouped into seven factors: organization of the free legal advice system; urbanization; demographic; economic; social; social activity, and social risks. The factor most strongly correlated with the number of these advice services turned out to be simply the population of the powiat and its level of urbanization – more advice was provided in large cities, where it is also simply more accessible. A similar, though much weaker, relationship was also found between these variables and the number of advice services per 1,000 inhabitants of a powiat. A multivariate linear regression analysis showed that the best predictors of the number of free counselling services were: the number of powiat residents, the urbanization index, the number of families receiving social welfare services and the number of families receiving social welfare services per 1,000 residents.
